INTRODUCTION

Mandate for water and sanitation service delivery

The government of Uganda aims at improving the quality of Life of Ugandans through provision of safe water and improved sanitation. In the Water Ssector, districts have a primary responsibility for the construction of water facilities/points in rural areas and to support the Ooperation and Mmaintenance (O&M) of water services as well as ensuring protection of the natural environment.

Districts, as well as Municipalities and urban councils, are also responsible for the development, management and operation of urban water services, apart from those managed by the National Water and Sewerage Corporation, although construction of facilities is typically funded from central government projects, such as the Water and Sanitation Development Facility. Mandates for sanitation and hygiene are shared between the Water, Education and Health sectors while Environmental protection is done in liaison with the Environment sector. The O&M of rural water facilities is largely based on the Community Based Maintenance System (CBMS), which emphasizes community participation in the development and management of water facilities. Promotion of community based management is done in liaison with the Community Development department.

Funding

Most of the funding for water and sanitation activities comes from the annual District Water supply and Sanitation Development Grant (DWSCG).

Non-governmental organizations that are working with Kamuli DLG in water & sanitation development in the FY 2020/2021 include: -

District Rural Water and Sanitation Objectives.

To provide sustainable safe water supply and sanitation facilities based on management responsibility and ownership by the users within easy reach of 85% of the rural population by the year2026 with at least 95% effective use and functionality of facilities

 

ANALYSIS OF THE DISTRICT WATER AND SANITATION SITUATION

General water supply situation

Kamuli district is generally flat with no potential for springs. Its population depends on boreholes as the main source of safe drinking water. All villages in the rural sub-counties of the district are served with at least a Hand-pumped water source which is either a shallow well (< 30m deep) or a deep borehole (≥ 30m deep) but much is being done to ensure that every village has at least a deep borehole. Construction of more shallow wells was halted since they get easily contaminated especially in the rainy season and most of the water stressed areas have no potential for shallow wells. Generally, areas with low groundwater potential include parts of the sub counties of Kagumba, Balawoli, Namasagali and Nabwigulu while areas near river Nile have got salty water.

Kamuli district is also served with piped water supply technology. There areeight piped water supply systems namely: - Namwendwa, Kasambira, Bulopa, Kasolwe, Nankandulo, Kisozi, Mbulamuti and Kamuli water supply. The last three water supply schemes are under the management of National Water & Sewage Corporation (NWSC)while the first three water supply schemes are managed by Eastern Umbrella of Water and sanitation. Nankandulo and Kasolwe water supply schemes are managed by Water & Sanitation Committees.Apart from Mbulamuti water supply system that gets water from River Nile (surface water), all the other water supply systems have production wells (ground water) as their source of water. Kasolwe water supply has no distribution network i.e. it only has a Kiosk/Pump house with four taps. Rural Growth Centres (RGCs) served with piped water [(mainly Public Stand Posts (PSPs)] extended from existing schemes include: - Mukokotokwa, Kiyunga-Kisozi, Bulamuka, Namaganda-Kisozi, Lwanyama, Magogo, Bupadhengo, Nawanyago, Naibowa, Butansi. They are managed by NWSC.

 s and poor groundwater potential which results into lower than average success rates for drilled bore hole.

Access to safe rural water supply

The safe water coverage for the district is 75%, considering the projected rural population of 462,514 people, 1,163 hand-pumped water sources in use, 1237 yard taps and 47 public taps. This is the percentage population accessing safe water assuming that each hand-pumped water source serves 300 people, each yard tap serves 6 people, each PSP (or public tap) serves 150 people and the computed population served in a particular Sub-county cannot be more than the projected population of the Sub-county.

This safe water coverage data includes all safe water sources constructed by Government of Uganda and other partners but excludes water sources in towns managed by NWSC.See table 1.

Access to improved sanitation facilities.

The latrine coverage and Hand Washing coverage in the district (rural and urban) are 80% and 44% respectively, considering 109432 Households in all the Sub-Counties. See table 2.

 DEVELOPMENT ACTIVITIES FUNDED BY CONDITIONAL GRANT IN THE FY 2020/2021

• Construction of 25 deep boreholes (ongoing, see table 3).
• Construction of one mini solar-powered piped water system at Bugobi in Kasozi parish in Namasagali Sub-county (ongoing)
• Rehabilitation of 20 boreholes (done in quarter two)
• Construction of two public latrines in Balawoli and WankoleS/Cs (on going in Nawandyo and Balawoli Town).

INTERVENTIONS BY OTHER WATER AND SANITATION DEVELOPMENT PARTNERS DURING THE FY 2020/2021

International Development Institute (IDI) -Uganda

Service Area: -

• IDI works in 5 Sub-counties in Kamuli district and in 3 schools per sub-county thus a total of 15 communities. The Sub-counties are Namwendwa, Kagumba, Magogo, Nawanyago and Bugulumbya.
• WASH (water, sanitation & Hygiene) project concentrates on construction of Boreholes and Latrines.
• Achievements by the end of quarter two of the FY 2020-2021:
• Construction of one Pit latrine with 4 latrine stances and 1 changing room at each of three schools namely: - Bukusu p/s in Nawanyago s/c, Kiige p/s in Kagumba s/c, Matuumu CoU p/s in Magogo s/c.

National Water and Sewerage Corporation (NWSC)

No new developments due to lack of resources, however, Kiwolera Production borehole was commissioned as another source of water for Kamuli water supply.

Kibo Group

Recent developments.

• One borehole with a yield of 2.5m³/h was constructed at Kiseege village in Ndalike parish Namwendwa s/c in December 2020.
• In order to curb environmental degradation, an innovation of a wall fence was applied at Kiseege borehole. A similar fence was earlier constructed at Bulondo borehole in Naibowa.

 Iowa State University Uganda Program (ISU-UP)

Achievements by the end of quarter two of the FY 2020/2021

• Locally designed and fabricated HWFs and distributed them to primary schools in Butansi and Namasagali S/c.
• Major repair of Nakanyonyi borehole in Butansi s/c and Bususwa borehole in Namasagali s/c.

MWE/Woman MP-Kamuli

Achievements

The MP lobbied for 30 boreholes; siting was done for all, 26 were drilled of which 13 had so far been installed with hand-pumps.

Busoga Trust:

Rehabilitated 8 deep boreholes

 Plan-Uganda

Achievements by the end of quarter two of the FY 2020/2021.

• Six boreholes were drilled and installed with Hand-pumps (Bulopa-2, Namasagali-1, Kitayunjwa-1, Nabwigulu-1, Mbulamuti-1).
• Siting for 5 other boreholes was done in five government-aided primary schools in Balawoli and Kagumba S/Cs.

Ministry of Water & Environment (MWE)

Some of the ongoing activities include: -

• Construction of solar-powered piped water system for Kavule in Namasagali Sub-county.
• Design of piped water system for Kagumba - Buduuma.
• Feasibility study for construction of mega piped water system for Kamuli using R.Nile as the water source.
